Blogger is the way to go if you are on a budget. For one thing it's easy to configure with desktop clients like Qumana and w.bloggar. It also gets indexed quickly by Google. You can insert Google Ads into your page without knowing anything about html and host multiple blogs at the same account. And it's better than Livejournal, the people here are smarter and more original, which, I know is not saying much, but it's saying something.

As for ads, most of the popular ones are great if one day your traffic happens to shoot up to 40K a day, but until then you might want to try Text Link Ads. You can get a counter from sitemeter, just stick it above the </body> tag in your template and you need not worry your pretty little head about html until somebody asks you for a link back.

You can sign up with Technorati and get yor site indexed, also you can find yourself a technorati tag generator, from whence you get the cool tag clouds that you see at the bottom of my page. They are good for a few hits a day. What else? You might want to go trolling other people's comments while removing the option of commenting on your site, this will get them to mock you in their posts. If you are a woman, post a picture of your feet, this will guarantee some kind of male traffic without being actually xxx or getting you fired.
